Will an a/b splitter work with the Verizon FiOS set top box and my VCR?

The short answer is yes. I'm not sure if you mean coaxial or composite, but either should work.

If you want to use your VCR to record programming I would suggest just connecting your set top box to your VCR and then your VCR to your TV. This negates the need for a splitter.
