I have a tech question if anyone can tackle it. I purchased a Panisonic DVD recorder with VCR. It has dual digital turners and so in theory I should be able to watch one cable program while recording another.

However, when I run the Panisonic digital channel setup feature, it only captures the local Verizon Fios analog channels 2-54. As a result, I can watch the full Verizon digital lineup (and tape the same program) but I can only record the Verizon analog channels while I watch the digital channels.

Is anyone aware of an approach (signal conversion process or gizmo etc) that allows me to use my Panisonic unit to secondarily record the whole Verizon channel lineup? I would like to use the unit as it was intended, otherwise I feel I've wasted my money on a dual tuner recorder.

A standard digital tuner will not pickup the FiOS channel lineup. You'll need a set top box from Verizon or a cable card from Verizon that is activated. I'm assuming the digital channels you're currently watching are through a set top box like the Motorola QIP-2500. It may be possible to connect two set top boxes to your Panasonic DVD Recorder. That way each set top box could be programmed to a different channel, allowing you to watch one and record another.
