The only way to know if the local wireless connection is your problem is to see if you have the same problems while connected via an actual ethernet cable. If your problem goes away, I would recommend looking into upgrading the firmware on your wireless router, since older versions of the Actiontec router had some bugs.
If the problem still exists, one possibility is an overloaded DNS server. While the fiber optic connection will provide a very fast internet connection that will not degrade during peak times, an overloaded DNS server will cause your internet to seem slow. Everytime you query a website, by default, your computer will ask Verizon's DNS servers for the ip address of the website you're looking up. It may be the asking that's slowing down your internet. I've seen cases where these DNS servers get overloaded due to fast growth. You can use a third party DNS service like Open DNS which works great:

To confirm your bandwidth speed is as fast as it supposed to be, do an online speed test.
